Abstract:
This study sought to assess factors influencing the adoption of cloud computing in public
sector. More specifically, this study identified the factors influencing the adoption of cloud
computing, determined the challenges facing cloud computing adoption, and analyzed the
effectiveness of the factors influencing the cloud computing adoption on Tanzanian Ministries.
Purposive Sampling and Simple random sampling method were used to select respondents.
In this study, primary and secondary data was collected. Primary data was collected by using
questionnaires and semi-structured interview. Secondary data was gathered from a
documentary review in various sources. Quantitative data was analyzed using SPSS v.25 and
Microsoft Excel Spread Sheet. Qualitative data was analyzed by using content analysis where
the theory was compared to practice. The findings unveiled that ease of use, top management
support, scalability and flexibility, mobility as well as lower capital expenditure are the major
factors that influence the adoption of cloud computing in Tanzanian Ministries. Also, the
findings indicated a lack of trust, security and privacy, reduced control of cloud environment
settings, and lack of expertise as most challenges facing cloud computing adoption in
Tanzanian Ministries. Correspondingly, study findings revealed that through cloud computing
Tanzanian Ministries with any supported device can access its information from any place at
any time and share cloud-based services and obtain 24/7 technical support from cloud service
vendors at affordable costs with great performance. The study concludes that Tanzania
ministries should be vigilant therefore when moving to scalable and resource-responsive cloud
computing from their current infrastructure-based models. For Tanzanian ministries, security
seemed to be a great challenge. With the current cloud environment, however, it is more
important to understand the correct consumption model for ministry, and what applications
and data should not be placed in the cloud. By adopting cloud computing Tanzanian ministries
can rest assured that their data will be safeguarded and workflow will sensible and the whole
operations will be progressing towards grandeur. This study recommend that Tanzanian
Ministries and cloud service providers work together to ensure secured and encrypted cloud
services that guarantee ministries a trustworthy and reliable service with respect to
confidentiality, integrity, and availability.
