ABSTRACT
This study investigates the challenges faced by the Tanzania Prisons Service in
implementing employee motivation strategies. The research aims to identify and analyze
these challenges, with a focus on resource constraints, communication barriers, and
cultural factors. A mixed-methods approach was employed for this study. A sample of
92 employees from various departments within Karanga Central Prisons Service
participated in the study. Data were collected using a combination of closed-ended and
open-ended questions within a structured questionnaire. The closed-ended questions
provided quantifiable data, while the open-ended questions allowed participants to
elaborate on additional challenges they faced. The data were analyzed using descriptive
statistics for the quantitative data and thematic analysis for the qualitative responses. The
research identified several significant challenges that hinder the effective
implementation of motivation strategies within Karanga Central Prisons Service.
Resource constraints, such as limited budgets and insufficient infrastructure, were
highlighted as major obstacles. Additionally, communication issues, including the
unclear or ineffective dissemination of motivation policies, were frequently mentioned.
Although managerial support was generally reported as strong, cultural factors and lack
of feedback mechanisms emerged as critical barriers to the success of motivation
initiatives. Furthermore, employees noted the inconsistent application of motivational
techniques across various departments. The study emphasizes the need for improved
resource allocation, clearer communication of policies, and a more culturally aware
approach to motivation strategies. These findings contribute to the broader
understanding of the challenges faced by public institutions in fostering a motivated and
productive workforce, with practical recommendations for policy improvements and
further research in the field.
