Abstract:
Despite global advancements in sustainable construction practices, many housing
projects, particularly those managed by the National Housing Corporation (NHC),
struggle to incorporate these practices effectively. Notably, only 40% of new housing
projects in Dar es Salaam utilise advanced sustainability measures, compared to over
70% in similar contexts across other developing regions. This study assessed the
factors affecting the sustainability of housing construction projects in Tanzania.
Specifically, the study determined the effect of monitoring and evaluation, the effects
of stakeholder participation and the effects of financial resources on the sustainability
of construction projects in Tanzania. The study was conducted using a descriptive
survey research design that seeks to generate knowledge using a causality testing
approach. Data were collected from 154 employees of NHC at Dar es Salaam as the
case study using structured questionnaires. The data obtained were computed in the
SPSS software. Descriptive statistics were used to analyse data. The study found that
monitoring and evaluation affect the sustainability of Housing Construction projects.
Furthermore, stakeholder participation influences the sustainability of Housing
Construction Projects. Moreover, the study findings show that financial resources
have a positive effect on the Sustainability of Housing Construction Projects. The
study recommends that stakeholders should be assisted in understanding the
monitoring process to empower project recipients. The study advised that monitoring
rules and standards be developed and presented to stakeholders to provide a
consistent methodology and reporting. There is a need to collaborate with
stakeholders to allow participants to learn from project issues. Furthermore,
organisations should effectively access and allocate financial resources for projects
and M&E activities.
