Abstract:
The study assessed the factors affecting contract management for the procurement of services in
the public sector. A case of the Tanzania National Roads Agency (TANROADS) in the Siginda
Region The study aimed at achieving the following objectives: to establish the relationship between
staff competency and contract management for procurement of services at TANROADS Singida; to
determine how technology adoption affects contract management for procurement of services at
TANROADS Singida; and to examine the extent to which budgetary allocation affects effective
contract management for procurement of services at TANROADS Singida. The study used two
theories, including agency theory and the technology acceptance model (TAM). This study
employed a descriptive research design. Data were collected from 36 respondents. The study also
used both primary and secondary data to gather information from the respondents. Quantitative
data were analysed using descriptive statistics such as frequencies and percentages. Qualitative
data were analysed using content analysis. From the study findings, it can be deduced that staff
competency had an influence on contract management. The study comes to the conclusion that
integrating digital technology into the procurement function will increase the predictiveness of
strategic sourcing, automate transactional procurement, boost supplier management's
proactiveness, and improve the intelligence of procurement operations. The study's final goal was
to come to the conclusion that budgetary allocations had an impact on efficient contract
management in the service procurement industry. Timeliness, managerial commitment, and funding
allocation made this evident. It is advised that public employees receive frequent training on contract
management for procurement in order to enhance procurement performance. In order to improve
contract administration, the report suggested that TANROADS officials prioritise the adoption of
computerised contract management processes, procurement software, and Internet connections for
contractor collaboration and communication.
