The effective management of contracts of works plays a pivotal role in Public entities by ensuring that the value for money in all construction projects undertaken in public institutions is achieved. This dissertation delves into determining the factors that contribute to effective management of contract of works in Public sector where the study was conducted in Tanzania National Parks (TANAPA). It also examines the challenges faced in the realm of contracts of works management within the unique context of TANAPA. The study used a descriptive design with mixed research approach. A total sample of 35 respondents was used in this study. The analysis of the data revealed key findings, including strong agreement among respondents regarding the complex terms and conditions involved in TANAPA's works contracts, emphasizing the need for clarity and precision in contract language. Effective communication emerged as a crucial factor, with respondents strongly agreeing on its significance in successful contracts of works management. The research also identified the challenges faced in contract management of works at TANAPA, with respondents generally agreeing on the clarity of contract terms, the effectiveness of communication, fair risk and responsibility allocation, and consistent monitoring and enforcement of contractual obligations. Based on these findings, the dissertation presents actionable recommendations for TANAPA, government authorities, and policymakers to enhance contracts management practices in the conservation sector. These recommendations include simplifying and clarifying contract terms, improving communication, providing training and capacity building, and developing specialized approaches for long-term contracts. |
