Abstract:
This study examined the effectiveness of training needs assessment on employee performance in
water projects in Tanzania, a study of KUWASA in Kasulu Town. The study was guided by the
following three specific objectives; to find out the leading factors for training needs assessment, to
examine levels of training needs assessment and to analyse client retention with regard to service
provided by KUWASA. The study adopted McGhee and Thayer's Three-Level Assessment to
explain the effectiveness of training needs at KUWASA. A descriptive research design was used
with a mixed research approach. A total population of 85 with 70 sample size of KUWASA leaders
and employees who were selected using convenient and purposive sampling techniques. Data were
collected using a questionnaire, documentary review, observation and interview. Analysis was done
through the descriptive statistical method and content analysis. The findings revealed that; poor
performance was the leading factor for training needs assessment, Individual level of assessment
was frequently adopted to assess training needs, and it was raised that inappropriate strategies of
customer retention have led to a decrease in customers. The study concludes that the continued
poor performance of KUWASA employees results from the inappropriate training needs
assessment. The study recommends that; KUWASA management, in collaboration with the HR
department, should consider all possible factors for TNA, adhere to the levels of TNA and keep a
close eye on the strategies for retaining customers.
