dc.description.abstract The study intended to assess the factors affecting special group participation on electronic procurement in public institutions; : A case of Sumbawanga Municipal Council in Rukwa Region .Specifically, the study intended to determine the extent of awareness of special group on electronic procurement in public institutions, to examine the accessibility of special group’s in e procurement opportunity in public institutions, to evaluate the influence of government to special group participation on electronic procurement in public institutions and to identify the benefits derived through special group participation in electronic procurement in public institutions. The study was guided by one theory that is The Resource-Based Theory. The research applied descriptive research design. The study applied mixed research approach that is qualitative research approach and quantitatively research approach to collect needed data. The targeted population was 95 people and sample size was 77. The study used simple random sampling and purposive sampling to get respondents. The data collection method included; questionnaire and interview guides. Descriptive statistics was used to analyse data. The study findings indicates that most of the respondents who are the employees of Sumbawanga Municipal Council they do appreciate and understand on how the participation of special group on electronic procurement in public institutions make performance which lead then in different situation in their daily activities. The study findings indicates that most of the respondents who are employees of Sumbawanga Municipal Council have accepted that the flow of information sharing in the organization is very sufficient for them to participate in different organizational activities through their leaders as they put open all the tender information that they have about their organisation and their working environment in general. The study conclude that having special group participation in an organisation for various activities can bring about collective achievement for the sustainability of the public organization. The study implies that having special group participation in an organisation activities can make right decision and sometimes strong and right decisions which lead other employees learn from special group within the organization. The study recommend that based on the major findings and the conclusions made, the following recommendation were forwarded The findings encourage Government to incorporate the policy makers and stake holders to take initiatives to ensure that every organization whether is for public or private institutions to have internal policy and by laws governing special group participation in various organization activities. More effective results can be accomplished through information sharing, inclusive decision making improvement of infrastructure to be friendly to special group, availability of financial resources to facilitate special group requirements like training and short courses and government accountability to the special group in public institutions which includes modifying organizational objectives and developing new methods of coordination such as, planned progression, job rotation, re-assigning supervision and temporary promotion until the special group people has proven themselves up the new task assigned. Suggestion areas for further studies, since Sumbawanga Municipal Council have a different background in both educational and experience wise in special group participation on electronic procurement in public institutions, for future study does having a different background on special group participation in other sectors like mechanical engineering en_US
