Abstract:
The rapid advancement of Information and Communication Technology (ICT) has revolutionized service
delivery in various sectors worldwide, including local government authorities. This dissertation seeks to
investigate the implementation of ICT systems on service delivery within the context of Arusha City
Council, Tanzania. The study focuses on using ICT systems in health services, accounting
transactions, and employee management to improve overall efficiency and effectiveness.
The research intends to shed light on the transformative potential of ICT in enhancing citizen-centric
services and provide valuable recommendations for optimizing the use of technology in local
governance. Ultimately, the findings aim to contribute to more efficient and responsive public services
for the benefit of the citizens and stakeholders in Arusha. The proposed research adopt a case study
approach to thoroughly examine how the integration of ICT systems has influenced service delivery
across different departments within the local government authority.
