This study aimed on assessment on factors affecting achievement of value for money in public
organization a case of Ngorongoro Conservation area Authority in Arusha region the impact of
procurement planning in improving performance in public sector, survey study on Ngorongoro
Conservation Area Authority. The study was supported by the Transaction cost theory. The
population of interest was employees working for Ngorongoro Conservation area Authority.
Purposive sampling was used to pick fifty five (58) respondents. The Specific objectives of the study
was to identify factors affecting achievement of value for money at Ngorongoro Conservation area
Authority, to identify the effect of resource allocation on achieving value for money at Ngorongoro
Conservation area Authority and to identify the challenges facing Ngorongoro Conservation area
Authority on achievement of value for money, Simple random sampling was used to select 58
respondents from the study area. A combination of both secondary and primary source of data was
collected in this study. The instrument used for collecting primary data was questionnaire and for
collecting secondary data was collecting from internet, journals, and books. Statistical Package of
Social Sciences (SPSS) version 21 was used to analyze the data. The study revealed that at
Ngorongoro Conservation area Authority there are factors which affect the achievement of value
for money like Lack of accountability and transparency in procurement of goods and services at the
0rganization ,Inadequate skilled personnel in the procurement sector, Inadequate measures for
monitoring and evaluation of the procurement policy to ensure VFM, Problem of non-compliance
with the VFM objectives of the organization and lack of appropriate bidding or incorrect utilization
of the limited bidding process. The study show that they have an relationship between resources
allocation and obtain value for money in organization where by resource allocation lead to Staff
retention, Client satisfaction, Profitable engagements, Increase production, Better cost serving, The
right resource to the right task at the right time. The study identify the challenges facing Ngorongoro
Conservation area Authority on achievement of value for money Corruption facilitates private
economic gain benefit rather than society at a whole, Budget deficit leads to procuring items that
are not needed by the user, Procurement policy, rule and regulation approved by political leaders,
Climatic change, Bidders’ poor knowledge on procurement procedures and regulations, Frequent
changes of market prices and Illegal activities and increase of human pastoralism. |
