Abstract:
The implementation of green procurement plays significant contribution to increase environmental
performance for public institutions. However, most of the public organization have not taken much
emphasis on the implementation of green procurement despite its numerous advantages to the
environment. Thus, this study aimed to examine factors affecting implementation of green
procurement practices in public sectors. A case of Tanzania Electric Supply Company Limited in
Mwanza. The specific objectives of the study was to determine the influence of legal framework on
the implementation of green procurement practices in public sector, determine the influence of
leadership support on the implementation of green procurement practices in public sector,
determine the influence of green procurement cost on the implementation of green procurement
practices in public sector. The study was conducted at Tanzania Electric Supply Company Limited
(TANESCO) in Mwanza. Descriptive survey research design and quantitative approach were used.
The population of the study was 254 employees. A sample of 155 employees were randomly
selected to represent population. Data were collected by using structured questionnaires through
drop and collect technique. Multiple regression analysis was used to establish the effect of legal
framework, leadership support and green procurement cost on implementation of green
procurement practices in public sector. The study found that legal framework and leadership
support has positive and significant effect on the implementation of green procurement practices in
public sector. On the other hand, the study found that green procurement cost has negative and
significant effect on the implementation of green procurement practices in public sector. The study
recommends that TANESCO management should ensure strict compliance with the legal
framework governing green procurement practices.
