documentary reviews. The researcher employed both probability and non-probability sampling
techniques in obtaining 171 respondents from the field. Descriptive analysis was used to analyze
preliminary data. Factor analysis was applied to test and measure scale of variables, and lastly n
simple regression analysis modal was used to measure the relationship among variables. The
findings show that the organization is characterized with qualified and skilled personnel who perform
procurement activities. Furthermore, the organizational structure influences procurement
performance at KIA. However, reported high bureaucracy in procurement process is due to PPA
2011 and its regulations 2013. The study recommended that the government should allocate
sufficient fund in time when requested to facilitate procurement activities in the organization. In
addition, the initiated procurement policies should be customized to relate to the nature of
procurement. Lastly, the organization should facilitate smooth compliance, efficient evaluation to
obtain reliable supplier as well as provide regular training to the organizational staffs to increase
competency and to have skilled staffs that would add value towards organizational procurement
performance.
