dc.description.abstract The study assessed factors affecting implementation of annual procurement plan in local government authorities in Tanzania: a case of Tanganyika District Council, specific objective of the study was to determine the influence of procurement knowledge on the implementation of annual procurement plan in LGAs, to determine the influence of user participation on the implementation of annual procurement plan in LGAs and to determine the influence of financial constraints on the implementation of annual procurement plan in LGAs. A case study design was used by researcher to make intensive investigation of study topic. Aggregate of 60 sample size utilized from a targeted population of 140 respondents were selected purposively for a matter of obtaining relevant respondents. Primary and secondary data were utilized in the study, whereby questionnaire and interview method were utilized to obtain primary data and documentary review method for secondary data. Microsoft excel software was applied in analyzing collected data and identifying the relationship between dependent and independent variables. The findings of the restudy revealed that knowledge on the side of procurement practitioners within the procuring entities has a greater influence on the effectiveness in implementation of procurement plan. Majority of the respondents positively replied that budgeting processed in an organization has a close relationship with procurement plan implementation process while Top management’s support evidenced to have a determination on the appropriateness of procurement plan preparation and its implementation within public procuring entities. Researcher recommended that Government should provide enough budget and release early funds to avoid delay in payment that can drive a smooth plan for procurement opportunities. Also training should be given to TDC staff and any other stakeholder of annual procurement plan implementation through attending seminars and workshops related to procurement planning and implementation. en_US
