ABSTRACT
The aim of study was to examine the effect of staff competence, management support and procurement
regulatory framework in the implementation of green procurement. a case of national audit office in Dodoma. The
total number of the target population is 40 and the sample size is 36 respondents. The population included
procurement management unit (PMU) staff and staff from other departments like Performance audit, internal
audit Unit. The study used a mixed research approach where by both quantitative and qualitative were employed. Interview and questionnaires were used to collect information from the respondents. Various Steps were used for
analyzing Quantitative data using descriptive statistics such as frequencies, percentages. Findings from the field
show that majority of the respondents strongly agree that Knowledge and skills to implement Green
Procurement was sub variable used to measure the role of staff competence in the implementation of Green
Procurement in the study area and also, regular staff training on latest skills and knowledge influence the role of
staff competence in the implementation of Green Procurement in the study area. In the second objective, the
research results indicated that green training tends to help firms improve their green supply chain management
to cooperate with customers and implement green purchasing. In the last objective, the study concluded that
majority of the respondents strongly agree that PPA No 7 of 2011 and its regulations address the issue of Green
Public Procurement. The organization has clear policy and legislation governing Green Procurement adoption. The organization policy encourages sustainable procurement address the issue of Green Public Procurement. It
is recommended that institutions need to ensure that it is part of their goal to train their staff periodically in green
procurement related matters for the purpose of adoption of green public procurement becoming accelerated and
enhanced for the benefit of the country at large in terms of sustainable development, the government in
conjunction with the Procurement and Supplies Professionals and Technicians Board (PSPTB) should design
special trainings on green procurement and sensitization programs with the aim of promoting environmental
awareness which in turn speed up the adoption of GPP in the nation. It is noted that training is one of the most
crucial steps in helping to speed up the adoption of GPP, the government should be established to solely
promote local suppliers and manufacturers to invest in research and technological advancement which will help
reduce the number of imported green products, thereby leading the country towards a greener future.
