ABSTRACT
The study focused on assessment ofrole of information technology in procurom(!nt ix;rformancf!
in local government authority in Tanzania. A case of Mwanza City Council. the study mainly
guided by three mainly variables that is ICT tools that areapplied in LGA, Staffs' Competence
and Skills and direction or strategy of Local Government Authority towards IT implementation.
It was performed using explanatory study design through causal relationship by case study
approach with the information collected from 80 respondents using questionnaires specifically
focusing on selected study area. The collected facts from the field were analyzed using SPSS for the generation of relevant
statistical analysis to present the data. Descriptive statistics were first used to describe the
profile of the respondents. The study results showed that all three study predicting variables
such as tools that are applied in LGA, Staffs' Competence and Skills and direction or strategy
of LocalGovernmentAuthority towards IT implementation. This entails thatthe level ofinfluence
is positive and accurate on influencing the dependent variable. The implication is that
performance of procurement function through application of information and communication
technology (ICT) is less influenced by restrictions on malpractices, monitoring and control of
financialresources and systematization process. The study recommended that it is certain that procurement functions and practices are useful
to be performed using computerized system since they foster efficiency and effectiveness as
well as accuracy in the practices. This is importantto be performed both in the private and public
sector entities.
