The study assessed the out E
-Procurement Adoption and Public Procurement Performance: A
Case of Selected Procuring Entities. Specifically, the study determined the technical and
financial factors influencing adoption of e-procurement in public procuring entities, assessed
the Legal framework influencing e-procurement adoption in public procuring entities, and
identified the perceived benefits of adoption of e- procurement in public procuring entities. Both qualitative and quantitative approaches were employed in conducting the study. The
quantitative data was collected from 138 department users and procurement unit using a
questionnaire, while the qualitative data was collected through 6 in-depth interviews with key
official in the selected public institutions. Simple random sampling was used to get 138
respondents from five selected public institutions who formed the unit of analysis in this study. Quantitative data was analyzed through multiple regression models. Qualitative data was
analyzed through content analysis. The analysis revealed that it is clear that e-procurement
adoption in public organization have associated with various factors. The presence trained
staff and e-procurement infrastructure observed to have high influence on e-procurement
adoption among the public institutions, while strengthening networking support systems are
vital important. The study concludes that This study concludes that among the three technical
and financial factors influencing adoption of e-procurement; staff training, networking support
and available of e-procurement infrastructure play a significant role in making sure the e- procurement is adopted in public procuring entities except networking support. This is
because e-procurement adoption needs technology to operate as well as well-equipped staffs. The study recommends that central in collaboration with public institutions top management to
