dc.description.abstract The study is going to assess the influence of force account approach on performance of construction projects in public sector, a case of Arusha city council. Arusha region as one of the growing cities in Tanzania is experiencing massive development of the construction projects involving housing projects, road construction projects and water construction projects. Some projects involve the use of force account that gives the researcher the motive to assess on how force account has an influence on the performance of this projects. The study will be guided by three specific objectives; Identify factors that affect projects implementation by using Force account at Arusha, to examine the impact of using Force account in effective project implementation in Arusha and to Identify challenges facing the application of Force account in project implementation of Arusha. The study was guided by Theory of Total Quality Management Time Management Theory and Theory of cost. The study involved a sample of 100 respondents who were selected through purposive and random sampling techniques where by descriptive research design was used. Questionnaires, interview and documentary review were used for data collection and data were analyzed though regression and descriptive analysis. The general findings shows that use of Force account has brought impacts in project implementation within a very short time; helped the government to save a lot of money, increased community participation, reduced corruption and conflicts of interest among stakeholders. It is concluded that among 19 constructed projects 90% were cost effective and met national quality standards. The study recommends that, community involvement for project identification, implementation and evaluation is inevitable. Hence there must be clear criteria for measuring performance that the procurement entities and professionals can use to control deviations from the required standard. Also implementing the projects in such a way that.it brings the real value for Money en_US
