ABSTRACT
The study assessed the Influence of Procurement Contract Management for Road Works in
Tanzania, with a case of Tanzania Rural and Urban Roads Agency (TARURA) in Katavi Region.
A total sample of 36 respondents were used such as Contractors, PMU, legal Unit, User
Department, Finance and Engineering Department staffs. The study concluded that procurement
training was one among the sub variable used to measure the employee competence which late
led to performance of good procurement contract in Tarura. It was further concluded that
majority of the respondents agree that employees who are dealing with the procurement
contract should be the one qualified to do such a job and not otherwise. The more the staff
become competent in managing procurement contracts, the more the performance is improved.
This indicated that staff are the key factors that will enable the organization to achieve its
procurement contractual goals. If procurement staffs lack professionalism automatic corruption
will appear and impedes or hamper compliance of procurement rules and regulations in PEs
and adversely affects performance. In the second research objective, the study concluded that
follow up was one among the contribution of top management support on performance of
procurement contract management for road works in the study area. Data from the field
concluded that majority of the respondents strongly agree that leaders in the top management
should continue to make follow up in order to ensure that the performance of procurement
contract is implemented accordingly. Procurement performance is achieved when, contract
execution and the expected project on outcomes or end results are realized. Also, approvals
was associated with the performance of the procurement contract in the study area. In the last
objective, the study concluded that availability of funds will influence the procurement contract
management performance for road works in the study area. Majority of the respondents strongly
agreed that in any project, funds must be available and this will enhance the effectiveness of
procurement contract performance in the study area. Management bureaucracy will influence
the procurement contract management performance for road works in the study area. It is
recommended that the government through the public procurement bodies such as Public
Procurement Regulatory Authority (PPRA) and Procurement and Supplies and Professional and
Technicians Board (PSPTB) should put much efforts on capacity building and monitoring ir
relation to procurement contract, tracking and motoring of the contract should done frequently
in order to see the progress of the contract implementation. Contract monitoring involves
tracking or using a simple checklist to a more advanced dashboard methodology to pinpoint
variations from the actual plan, also, Tarura should allocate budget for procurement activities
and this will enable the Tarura to accomplish its projects on time and the projects will be
implemented on according to the terms and conditions stipulated in the contract
