The study assessed the factors affecting achievement of value for money in procurement of goods,
services and works in Mtwara district council. The study had three specific objectives which are to
determine the effect of staff competence on achievement of value for money in procurement of
goods, services and works in Mtwara district council. To determine the effect of management
support on achievement of value for money in procurement of goods, services and works in Mtwara
district council. To determine the effect of resource allocation on achievement of value for money in
procurement of goods, services and works in Mtwara district council. The study was conducted at
Mtwara District Council. A correlational research design was employed in conducting the study.
Also, the study employed a quantitative approach. The staff from Mtwara District council served as
a population for the study. A sample of 95 staff were conveniently sorted to take part in the study.
Data was collected through the use of questionnaire and interview and the analysis was done
quantitatively through multiple regressions analysis and qualitatively through thematic analysis.
According to the findings, Staff education positively and significantly affects value for money
(B=0.315, p-value=0.000). Further, staff experience positively and significantly affects value for
money at Mtwara DC. B=0.439, p=0.000. Staff skills have a beta confidence of 0.152 and a p-value
of 0.002, indicating a positive and significant effect on value for money. Findings revealed that staff
competence has a positive and significant impact on the achievement of value for money. Staff
competence has a regression coefficient of 0.532 and a level of significance of 0.000. On the other
hand, results of the multiple regressions indicated that management support had a positive but
insignificant influence (B=0.088 and p-value=0.351) on achieving value for money. Regarding
resource allocation, results of the multiple regressions analysis revealed that resources allocation
has a positive and significant impact on achievement of value for money (B=0.549 and p-value =
0.000). Therefore, the study recommends that procuring entities should employ professionals in the
procurement departments. Also, the top management should continuously provide support to the
procurement activities the top management of the procuring entities should constantly provide
enough resources to make sure the procurement of function is implemented properly. |
