Abstract:
The study assessed the Challenges Affecting Tanzania National electronic Procurement
System effective Implementation in Tanzania: a case of Mbeya University of Science and
Technology. A total sample of 82 respondents were used in this study including Procurement
Officers and User departments. Both probability and non-probability sampling techniques were
used. Primary and secondary data were used to collect information from the respondents.
Quantitative data were analyzed using descriptive statistics such as frequencies, percentages,
Qualitative data were analyzed using content analysis. The study concluded that community
workshop to procurement stakeholders on the use of electronic procurement systems was
found to increase the effective implementation of TANePS. Information gathering and
communication in procurement of goods works and services among stakeholders leads to
effective implementation of TANePS, regular Consultation Meeting with Stakeholders also
increase the effectiveness use of TANePS in the study area. In the second research objective,
the study concluded that training is important in effective implementation of Tanzania National
electronic procurement system, participation of all users in implementation of electronic
procurement systems w a s a n important sub variable in effective implementation of
Tanzania National electronic procurement system, provision of feedback and guidance on
the use and implementation of electronic procurement systems increases the effectiveness
of procurement activities. In the last objective, majority of the respondents strongly agreed that
Staff knowledge increases the chances for procurement officers and other stakeholders to
implement the system effectively (TANePS). The results from descriptive analysis showed that
majority of the respondents agreed and strongly agreed that staff competency has major
contribution to the effective implementation of Tanzania National electronic procurement
systems at Mbeya University of Science and Technology. It is recommended that education
should be continuous with regards to the use of TANePs where by Mbeya University of Science
and Technology staff are not competent as well as equipment is not enough to ensure its
implementation or execution. This can be undertaken through training to the members of staff,
government should provide enough infrastructure with regards to the IT and technology
available to the public sectors to support TANePS. This can only be facilitated by increasing the
budget for IT, government should ensure the feedback is provided early to the public entities to
remove unnecessary enquiries from the customers. This can be achieved when the feedback
mechanism is well structured especially to the place where the network is effective . The
government should update the current ICT policy so as to enhance and address the e -
procurement challenges that have been experienced in public offices. Also, the government
should establish standard e-procurement guideline that will address the e-procurement issues in
