dc.description.sponsorship The study assessed factors that influence implementation of Procurement Plan in Local Government Authorities. The study assessed the effect of employees’ competence, budgeting, management support and procurement laws and regulation on the implementation of procurement plan. The study was conducted in Ilala City Council Dar es salaam. A correlational research design was employed to establish the relationship between variables. Moreover, a mixed research approach was employed. The target population was Ilala City Council employees who are 154 from which a sample size of 112 were obtained. Questionnaire was employed to collect data for the study. The analysis of data was done through descriptive and multiple linear regression. Findings of the study indicate that employee’s competence (β = 1.103, p-value=0.000), budgeting (β = 0.300, p-value=0.005) and laws and regulations (β = 0.538, p-value=0.000) all have positive and significant effect on the implementation of procurement plan. On the other hand, management support (β = 0.096, p-value=0.246) had a positive but insignificant effect on the implementation of procurement plan. Therefore, the findings conclude that employee’s competence, budgeting and laws and regulations have positive and significant effect on implementation of procurement plan while management support has a positive but insignificant effect on the implementation of procurement plan. Therefore, the study recommends that the government should employ competent and skills staff to execute the public procurement processes. Moreover, the available procurement staff should make sure they enhance their competence through professional development for them to be able to effectively implement procurement plans. Also, the top management of the LGAs should set aside enough budget for implementing the procurement plans for the LGAs. They should make sure the budget is adequate in relation to the procurement plan. Moreover, the top management should offer enough support to the procurement management unit. The top management should provide enough resources such as financial and human resources to the procurement department for them to be able to effectively implement procurement plan. Furthermore, the top management should make sure, the procurement management unit adheres to the procurement laws and regulations for them to be able to effectively implement the procurement plans. en_US
