This study aims to assess the determinants of procurement performance in local government in
Tanzania specifically examining the influence of procurement planning on procurement
performance, the influence of funds allocation on procurement performance and the influence of
staff competency on procurement performance of local government in Tanzania to enhance
procurement performance in local government. It utilized agency theory and resource dependence
theory. It employed case study research design where data collection involved observation and
interview by using questionnaire conducted amongst 96 procurement officials, employing Likert
scale questionnaires. The research utilized SPSS v23 for data analysis and was conducted within
Arusha City Council. The study found that a significant portion of the population revealed to agree
the adherence of procurement planning in enhancing procurement performance. Also, the
competence of staff had positive impact in procurement performance, however there were small
portion of disagreement. Moreover, respondents revealed that Tanzanian local government
authorities' procurement performance is influenced by value for money, timely delivery, and
efficiency, reflecting the effectiveness and transparency of procurement activities. In conclusion, the
study highlighted the presence of effective procurement planning, staff competency, and value for
money in enhancing procurement performance in Tanzanian local government. However, it
emphasized the need for comprehensive planning, stakeholder involvement, timely processes, and
strict adherence to the plan to improve outcomes and efficiency. The study recommended that to
improve procurement performance in Tanzanian local government, comprehensive needs
assessments, prioritization frameworks, cross-functional collaboration, and stakeholder
engagement, clear documentation, timely procurements, and regular plan reviews are
recommended. |
