dc.description.abstract This study aimed to assess the factors affecting the adoption of e-procurement in Arusha District Council. Specifically, objectives were aimed at examining organizational factors that affect e-procurement system adoption in Arusha District Council, to evaluate technological factors that affect e-procurement system adoption in Arusha District Council, to identify financial resource factors that affect e-procurement system adoption in Arusha District Council. Both reviews; theoretical and empirical literature review were carried out to pinpoint the factors affecting the adoption of e-procurement in Arusha District Council. This study employed cross section research design using both qualitative and quantitative analysis methods to gain greater insight into the factors affecting adoption of e-procurement in Arusha District Council. The target population was 42 employees from the procurement, finance, and IT departments of Arusha District Council. and the sample size of this study were 42 respondents. Non probability sampling technique was employed by researcher to this study which was purposive sampling on which was used to select only respondents who have knowledge of study topic so that to gate information. Questionnaires and interview questions were prepared and distributed for data collection. Quantitative statistics and qualitative were used to determine factors affecting the topic under the study. However, data collected were presented by the use of tables and figures. The study recommends that Policy makers should put more emphasis on enforcing reformation of ICT policy, procurement policy and finance policy so as to be in line with electronic procurement system as well as employee training being vital towards the adoption of e-procurement system in local authorities in Tanzania a case of Arusha District Council, therefore the Government is required to provide support in terms of training to users of the electronic procurement system also the should give extra attention to the technological factors so as to prevent dropping rate among system users en_US
