Abstract:
This study focused on the effectiveness of training and development on employee performance specifically determining the leading factors in training and development, determining the process of training and development, and examining methods of training adopted by Dodoma City Council The study was guided by the Ability-Motivation-Opportunity (AMO) Theory and Expectancy Theory of Performance Management to explain training and development on employee performance explanatory research design, mixed research approach. A total population of 20 with 19 sample size of Dodoma Council's Heads of Department and employees were selected purposive sampling techniques. Data were collected using a questionnaire, documentary review, and interview. Analysis was done through the descriptive statistical method and content analysis. The study involved departmental heads and staff who were interviewed; as well a documentary review relating to training and development was employed in collecting data. The collected data were analyzed using descriptive statistical method and thematic analysis. The results have been presented in the form of themes and direct quotations from the respondents to justify their responses. The study concluded that; training and development have assisted in building team spirit among the staff thus improving proclivity and reducing the supervisory time. The study recommended that; organizations should allocate a sufficient budget to fund training for the improvement of skills of employees, which improves the performance of the organization.
