Abstract:
The study is built on the background information which shows the link between procurement management practices and performance of projects. However, the reviewed literatures showed the existing link on different projects rather than public sectors water projects. Therefore, purpose of this study was to assess the influence of effective procurement management practices on performance of public sectors' projects, a case of Darakuda Magugu Wafer Project implemented by Babali Urban Water Supply and Sanitation Authority (BAWASA). BAWASA was used for this study because it is one of the public organizations implementing water supply projects. The study adopted descriptive research design because it seeks to describe a and in detail, in a particular context, and holistically. The design was employed in this study because it allowed the researcher to have deeper insights and better understand on the subject matter. The sample of 38 respondents was selected from the population of 43 employees of BAWASA headquarter using purposive sampling technique. The study employed questionnaires, Key Informants interviews checklist and documentary reviews for data collection. The analysis was done using IBM SPSS statistics version 20 and Microsoft Excel. The presentation was done using tables, graphs and charts. The findings show that procurement planning, supplier sourcing and contract management influence performance of public water projects (BAWASA) in terms of project timeliness, budget, quality and effectiveness. Ineffective procurement management practices for this case leads to poor projects performance in public sectors The main recommendation given is that, public sectors should make sure that they comply with the procurement laws, requirements and guidelines as stipulated by different organs such as PPA, PPR and PPRA when doing procurement undertakings as they help to ensure that value for money is attained.
