dc.description.abstract |
The purpose of the study was to examine the effectiveness of force account procurement approach on value for money in public sector's construction projects, a study of Geita Town Council. The study adopted a survey design and collected data through triangulation approach whereby 24 head of primary schools were selected and distributed with questionnaires Wide the officials from the town council particularly the auditor, the procurement officer and the civil engineer were interviewed, and other issues were observed by the researcher as a stimulated client. The data were analyzed through descriptive statistics, logistic regression analysis and content analysis for the interview guide.
Generally, the study found that there is significant and positive relationship between personnel and value for money in public sector's construction projects; implies that personnel plays a significant role in achieving value for money. Moreover, the study found that Force Account is appropriate procurement method to be used when you intend to achieve value for money in public construction projects and finally, the study found a positive but very weak relationship between capital a. value for money in public constructions projects.
The study recommend that Geita Town Council authority should employ more competent engineers, Quantity Surveyors pot, Accountants and architect at the lower level to enable efficient supervision of the project and free none professionals to supervise construction projects and concentrate with their professionals e.g. head of school teachers. Additionally, also the Council's authority should register and have a database of Local fund' so that they are recognized as local fundi with capacity and knowledge of construction and if possible, local fundi should be those who have attend basic technician courses. |
