Abstract:
The study was specifically aimed at examining the influence of Leadership and Governance in Public Service Delivery, specifically at the Bukoba referral hospital. The study was guided by three objectives, namely; to examine the extent to which principles of good governance are adhered to by the officials and employees; to find out challenges (factors) that hinder effective Leadership and Governance in Public services. As well as finding out a solution to enhance good leadership and governance in the provision of public service. A qualitative research design was employed in this study, the study was conducted in the Kagera region in Tanzania. Public institutions like Health centers-Bukoba referral Hospitals were selected. In this study, the population was comprised of all staff and patients of Bukoba referral hospital in the Kagera region. The study used seventy-five (75) respondents. Fifty (51) were patients of Bukoba referral hospital and the remaining twenty-four (24) were Staff The study used simple random methods to select the 75 respondents who were involved in this study. Bukoba referral hospital staff/officials were purposively selected from different levels of management, such as executive, middle and operational.
The findings from this study show that, although the principle of good governance prevailed at the Bukoba referral hospital, especially in the provision of health services, it was found that, other respondents were not satisfied with the quality of services offered at the hospital. The findings further showed that there are hidden challenges that are within the success of the Bukoba referral hospital. This was proved by the majority of respondents who agreed and strongly agreed on the existence of unaffordability of services by the majority of respondents, especially poor citizens. Furthermore, issues like reliability and accessibility were poorly responded to by the majority of respondents as the challenges that face proper provision of health services at Bukoba referral hospital. It is therefore recommended that the findings from this study have highlighted some factors that prove that, it is inadequate for good leadership at Bukoba referral hospital.
