Role of procurement planning on public procurement performance:

Abstract

The study assessed the role of procurement planning on public procurement performance in Tanzania using Kilimanjaro National Park (KINAPA) as a study case. Specifically, the study established contributions of need assessment, quality specification, and procurement cost estimation respectively, on procurement performance at KINAPA. The studies have also established relationships between procurement and procurement performance. The study adopted explanatory research design and employed the mixed method approach. A sample of 64 respondents drawn from KINAPA was used. Inferential and descriptive statistics were deployed to examine contributions of procurement planning, as well as influences of resource allocation and SRM, respectively, on procurement performance. Chi square tests were deployed to assess relationships between procurement planning and procurement performance. Content analysis was used to analyze qualitative data. The finding indicate that procurement planning have significant contribution on procurement performance at KINAPA (p < .05). Specifically, need assessment, procurement cost estimation and quality specification, respectively, are among elements of procurement planning with significant contribution in public procurement performance. It is recommended that public organizations should adhere to best procurement practices basing on both national and international standards.
