The study aimed to examine the effectiveness of procurement framework agreement for common use&#13;
items and services in Tanzania: A Case of GPSA in Singida Region. A total sample size of 36&#13;
respondents were involved in this study. The study used a mixed research approach where by both&#13;
quantitative and qualitative were employed, Interview and questionnaires were used as the methods&#13;
of data collection, The study concluded that financial feasible was one among the criteria used to select&#13;
suppliers in the framework agreements in the study area, Majority of the respondents agree that&#13;
geographical location was associated with the criteria used to select suppliers in the framework&#13;
agreements in the study area. The suppliers and service providers are awarded the contract in a region&#13;
basis to allow procuring entities to select supplier who is geographical locations near to buyer. Furthermore, business certificate was associated with the criteria used to select suppliers in the&#13;
framework agreements in the study area. In the second, the study concluded that public procuring&#13;
entities and suppliers comply with terms and conditions of framework agreements in the study area. Study findings concluded that majority of the respondents were neutral on whether public procuring&#13;
entities and suppliers comply with terms and conditions of framework agreements in relation to&#13;
technical specifications. The study concluded that Majority of the respondents strongly agreed that&#13;
standards products is the challenge affecting effective implementation of framework agreements. Price&#13;
fluctuations affects the effective implementation of framework agreements, taxes application affects&#13;
the effective implementation of framework agreements, It is recommended that the criteria used to&#13;
select suppliers in the framework agreements were not comprehensive enough for realizing value for&#13;
money, therefore GPSA in collaboration with the PPRA should develop the criteria which are&#13;
comprehensive enough to evaluate the competence of suppliers and conduct post qualification in order&#13;
to verify the physical existence of suppliers before awarding framework agreements, GPSA in&#13;
collaboration with key stakeholders should improve the technical specifications which focus on the user&#13;
needs rather than commercial requirements.

This study investigates the impact of the tendering process on value for money procurement in the public&#13;
sector, focusing on Dodoma City Council. The primary objective is to assess the influence of ethical&#13;
practices, regulatory frameworks, and employee training on achieving value for money in procurement. Situated in Dodoma City Council, the study utilizes a descriptive research design, providing a detailed&#13;
examination of the influence of tendering processes on value for money procurement. The research&#13;
employs a quantitative approach, where it employed quantitative data collection and analysis techniques. The study population includes accounting officer, PMU, tender board, and user department within the&#13;
Dodoma City Council. A purposive sampling technique was applied, involving 43 respondents selected&#13;
based on their positions and knowledge of procurement practices. Data was collected through&#13;
questionnaires, with a focus on both primary and secondary data sources. The quantitative data gathered&#13;
through Likert scale-based questionnaires was analyzed using descriptive statistics. The study findings&#13;
reveal insights into the influence of ethical practices, regulatory frameworks, and employee training on&#13;
value for money procurement in Dodoma City Council. Notably, transparent tendering processes and fair&#13;
supplier selection contribute to ethical practices, while clear procurement guidelines and compliance with&#13;
legal requirements highlight the importance of regulatory frameworks. Employee training programs are&#13;
positively perceived, ensuring continuous learning and relevance to job requirements. In summary, the&#13;
study recommends strengthening ethical awareness programs, enhancing regulatory compliance&#13;
through regular internal audits, and investing in targeted employee training. These recommendations aim&#13;
to foster ethical conduct, ensure continuous adherence to procurement regulations, and empower&#13;
employees to handle diverse procurement scenarios effectively, ultimately contributing to the&#13;
achievement of value for money in public procurement within Dodoma City Council.

This study aims to assess the determinants of procurement performance in local government in&#13;
Tanzania specifically examining the influence of procurement planning on procurement&#13;
performance, the influence of funds allocation on procurement performance and the influence of&#13;
staff competency on procurement performance of local government in Tanzania to enhance&#13;
procurement performance in local government. It utilized agency theory and resource dependence&#13;
theory. It employed case study research design where data collection involved observation and&#13;
interview by using questionnaire conducted amongst 96 procurement officials, employing Likert&#13;
scale questionnaires. The research utilized SPSS v23 for data analysis and was conducted within&#13;
Arusha City Council. The study found that a significant portion of the population revealed to agree&#13;
the adherence of procurement planning in enhancing procurement performance. Also, the&#13;
competence of staff had positive impact in procurement performance, however there were small&#13;
portion of disagreement. Moreover, respondents revealed that Tanzanian local government&#13;
authorities' procurement performance is influenced by value for money, timely delivery, and&#13;
efficiency, reflecting the effectiveness and transparency of procurement activities. In conclusion, the&#13;
study highlighted the presence of effective procurement planning, staff competency, and value for&#13;
money in enhancing procurement performance in Tanzanian local government. However, it&#13;
emphasized the need for comprehensive planning, stakeholder involvement, timely processes, and&#13;
strict adherence to the plan to improve outcomes and efficiency. The study recommended that to&#13;
improve procurement performance in Tanzanian local government, comprehensive needs&#13;
assessments, prioritization frameworks, cross-functional collaboration, and stakeholder&#13;
engagement, clear documentation, timely procurements, and regular plan reviews are&#13;
recommended.

This study focuses on evaluating the impact of inventory management practices on the&#13;
performance of public hospitals in Tanzania, with a specific case study conducted at Sekou&#13;
Toure Regional Hospital in Mwanza Region. The research utilized both quantitative and&#13;
qualitative techniques, including interviews, questionnaires, and secondary data analysis,&#13;
involving 109 staff members. The findings revealed that qualifications were a primary criterion&#13;
for assessing the competence of employees in procurement and inventory control at public&#13;
hospitals in Tanzania. Knowledge, skills, and competency followed closely as essential&#13;
factors. Additionally, safety stock policies emerged as a key inventory management strategy, crucial for maintaining inventory levels and preventing stockouts, with replenishment and&#13;
inventory review policies also in use. In the context of pharmaceutical storage, safety and security practices were identified as&#13;
paramount in ensuring the effectiveness of storage conditions in public hospitals, followed by&#13;
considerations for handling facilities and storage areas. The correlation analysis reveals that&#13;
all the variables (effectiveness of inventory management practices, Staff Competency,&#13;
inventory management policies and effectiveness of storage conditions of pharmaceutical) are&#13;
positively correlated with each other. It is recommended that continuous training for staff to&#13;
improve their inventory management skills, investments in modern inventory systems to&#13;
enhance efficiency, and the adoption of technology like bar code scanners and web-based&#13;
tools. Furthermore, to improve their inventory control strategies, establishing formal internal&#13;
inventory security procedures is advised to prevent inventory loss and ensure inventory&#13;
security, encompassing practices such as stocktaking, regular inspections, adherence to&#13;
procurement policies, and vigilant surveillance of inventory handlers.
